ICE agent Jonathan Ross, who shot 37-year-old Renee Good dead just last week (January 7) in Minneapolis, will not face criminal charges – here’s why.
It’s been just under a week since the mom of three was shot dead by an immigration officer in Minneapolis.
The US citizen was sat in the driver’s seat of her SUV when the tragic incident unfolded.
The ICE agent’s identity has been revealed
The ICE agent who shot Good has been identified as 43-year-old Jonathan Ross, a member of the special response team who has served for more than 10 years.
Ross previously testified that he has had duties as a firearms trainer, and formerly led teams drawn from multiple federal agencies, including the FBI.

The Trump administration, including the President himself, has defended the actions of Ross, despite footage of the brutal incident which is circulating on social media.
Despite ICE agents being deployed all over America as part of a nationwide crackdown on illegal immigration, it’s been confirmed that Ross was not hired during the surge that began in August 2025, under Homeland Security Secretary Kristi Noem.
Renee Good’s final words before shooting
There are numerous clips of the incident circulating online, one of which captures Good’s final moments prior to the shooting.
ICE agents surrounded her vehicle and ordered her to get out of the car.
The 37-year-old had a brief conversation with Ross before her death, in which she said: “That’s fine, dude.
“I’m not mad at you.”
Just moments later, he fired two deadly gunshots.
Following the death of Good, the agent’s father has since spoken out.

Ed Ross, 80, has broken his silence to defend his ‘tremendous’ son, of whom he is really proud of.
Speaking to The Independent, he added: “She hit him.
“You would never find a nicer, kinder person.
“He’s a committed, conservative Christian, a tremendous father, a tremendous husband. I couldn’t be more proud of him.”
Vice President JD Vance has also been very vocal in defending the immigration officer.
He described Good’s death as a ‘tragedy of her own making.’

Speaking to reporters during a conference, Vance continued: “This is a guy who’s actually done a very, very important job for the United States of America.
“He’s been assaulted, he’s been attacked, he’s been injured because of it.
“He deserves a debt of gratitude.”
Trump further described the behavior of the 37-year-old mom as an ‘act of domestic terrorism.’
The President blamed the ‘radical left’ for Good’s death, and added: “We need to stand by and protect our law enforcement officers from this radical left movement of violence and hate.
“They are just trying to do the job of MAKING AMERICA SAFE.”
Why is the immigration officer not facing charges?
During his speech, the Vice President also confirmed that Ross would be immune from prosecution, despite killing Good with two gunshots at the wheel of her car.
He said: “That guy is protected by absolute immunity. He was doing his job.”
The officer’s father, Ed, also added: “She hit him. He will not be charged with anything.”

But what does the law say?
What charges could the ICE agent have faced?
The Minnesota use-of-force law states that police can use deadly force only if reasonable officers would believe doing so was a necessary act to protect themselves, or others, from death or serious harm – federal law echoes this.
Federal prosecutors have the power to charge law enforcement officers for fatal shootings, but the bar for this is extremely high, and charges are rare.
The federal court would need to prove that officer Ross was aware that he acted with reckless disregard, which is difficult.
While ordinary circumstances would allow Good’s family to file a civil lawsuit, federal officers are immune from civil lawsuits unless they clearly violate a constitutional right.
